If you're asking, 'Why do you need a license to use a ham radio?' you're already in Scenario C. The short answer: the FCC requires it for transmitting on amateur bands. According to the FCC (fcc.gov), the entry-level Technician license requires a 35-question exam, and amateur licenses are issued for 10-year terms. That is a different rule set from GMRS. Scenario A: City service vans and light fleets
